I would suspect a bad belt, but all of your thoughts could contribute. It could also be a weakened spring that isn't holding tight enough when it needs to be at full tension.

I can't imagine that someone would pull it apart and swap internal gears or the axial piston pump to gain more speed, but I also don't know if there are any other components that would fit nicely....
