Glad you got it all back together. I’m surprised there’s no adjuster to move the shoes, but I guess the low speeds (and it being a lawn tractor), it doesn’t need one!
With cam actuated brakes vs. hydraulic (master and wheel cylinders/brake fluid) the cam actuated brakes are adjusted externally either via linkage or moving a clevis on the splined shoe actuating cam. I still service some (quite old) industrial lift trucks with this style brake.
Where did you get the shoes? Deere wants $50/shoe.
Ebay. I couldn't find anyone that could do it less. $100 for the pair.
