Lee,

The pulley is not supposed to turn when the PTO is disengaged as it has an integral braking function (lawyer endorsed...) When the PTO is engaged, it should be mechanically connected to the crankshaft, so it should not turn then either if the engine is not running.

What exactly did you mean by "stiff"...??
