Currently working on the motor, a HH-100 techumseh engine and I am looking for some fasteners. Any suggestions? Any help would be greatly appreciated. In particular, I am looking for 3/16 machine screws with a philips fillister head for the carb intake tube. Thank you for your time.

I used socket head cap screws on mine,

I also use socket head cap screws on all my RFs. On a Tecumseh they are 10-32s screws not 3/16ths. Roger

Go to Fastenal they will get you what you need. I have got similar screws for my RF 112 from them.
