short story....Positive (+) wire from battery shorted out on drive shaft, shorted the voltage regulator. Replaced + wire and voltage Reg and key switch (based on reading comments on this forum), still not charging. Voltage Reg good charges another 140 15amp, checked AC from stator 28 Volts, checked continuity across charging circuit per manual good. Brand new battery, checked at auto parts store checked good, I am at a loss. serial number is above 30,000 15 AMP

I think there is a circuit breaker on the tractor, maybe its bad ?

Do you have 13.5ish volts on the positive terminal of the voltage regulator when the engine is running at mid/high speed ?

Correct there is a 25amp circuit breaker, I tested continuity across the 25 amp breaker it tested good. I have been second guessing my test of Voltage Reg. Plugged into the lt green back to the key switch I only get 12.8 volts DC across the battery when running at WOT. Taking the same Voltage Reg to another 140 I get 14.4 Volts DC across the post of the battery. The Voltage Reg test good on a different tractor.

Loose or corroded connection somewhere? Check and clean the ground wire to the engine?

Here is my thought replace brown & brown white from stator to rectifier, replace lt green to switch, these are most exposed to engine heat and the elements. I will take your advice about the ground and clean it. I did check continuity on the ground and it seems good, but cleaning can't hurt.

You can get 0 Zero (no resistance) good continuity reading with an ohmmeter, with a connection as thin as a human hair, however it can not carry any current. I would A. Jumper out your circuit breaker long enough to see IF it makes any difference, B. Start checking your connections old and new. I am assuming everything worked fine up until the + wire shorted. I am also assuming this is not the heavy duty thick as your thumb wire off the battery.
