Hey,
this worked on my computer so I thought I would share. It may not work for everybody.

You need to have Microsoft Office installed for this to work. (If you have Word, Excel, etc. you probably have office.)

Find the folder with the picture you want to change.

Right click on the file, then move your mouse down to Open With, then click on Microsoft Office Picture Manager.

Picture should open in the Manager.

Click on Edit Picture in the top center of the screen.

A box should open on the right side.

Click on resize in that box.

Then click on the box below Predefined Width x Height, then click on Web - Large.

Click on OK and then save the picture.

Done- picture has been resized.

You mean like this.

The original size was 870 x 696, now it's 600 x 480 using your method. Cool.

BTW, the picture is of a nex X324 AWS that I've found on another site. It's not mine, unfortunately.

for those of us who aren't smart enough (myself included) to figure out how to use the photo re-sizer with the link provided , i think i found a very good alternative. try this site. www.resize2mail.com i found it very user friendly. seemed to work best for me by using the "crop" feature.
