So my little lever on the fuel shut off is missing. I have removed the hose to the fuel pump and if I blow in it I hear gas bubbling in the tank. With vise grips I move the shut off shaft and the bubbling stops. I turn more until rotation stops and my lung pressure just is hissing in the tank. I am guessing I want to run the tractor in the location where I hear the fuel bubbling...correct?

how full is your tank? if about 1/4 full then the bubbling is from the reserve side

or maybe you have a hose inside the tank that fell off which is common

Can you see where the pin or lever fits in the shaft. If you can straight up is off, no fuel can go through. If it points toward the front of the tractor, that is the reserve tank that can get you back to the garage to get more gas. If it points toward the rear of the tractor then it is pulling off the main tank.
