We just got a freshly rebuilt motor from local lawn and garden shop. We hooked it up and got it running but fuel stopped flowing. We investigated and found that we were using a inline filter for tractors with fuel pump so we switched to a universal that doesn't require a pump but fuel doesn't flow. When we remove the filter it flows fine but with the fuel filter no fuel leaves the tank. Anyone have any idea what the issue might be?

Did you run the engine with the new filter? If the carburetor bowl was full of fuel there wouldn't be any flow until some of the fuel was used. Of course, it's also possible the new filter is defective so did you try gently blowing air through it?

Regardless of the type of filter, as long as the bottom of the tank, fuel line and filter are higher than the carburetor inlet fuel should flow.

With a call to my uncle, he told us to try blowing on the fuel line with the valve open to unplug the valve if it was plugged. By doing this we discovered that there wasn't enough fuel in the tank.
