Is the clutch pedal supposed to touch the fender when pressed?

77 212. When i push the clutch pedal it goes all the way down to the fender and hits the fender. Clutch and variator seem to work fine and the variator was just adjusted. Is there supposed to be a stop for the clutch pedal before it hits the fender pan or is that normal?

Yep, normal for the early 200 series tractors. Somewhere around '79-'80 model years, the linkage was changed to allow the brake to also be applied with the left pedal. The right brake pedal functioned as usual allowing the brake to help slow down the tractor when going down a steep grade for instance, and not have a "run-away" by pushing in the clutch pedal. Those should not hit the fender pan when properly adjusted I suppose.
