So for less than $200 new life, for an old engine. Mine has decent compression around 100 psi in each so I am thinking its the valve seals. But would do it all when doing.

Yes it is a cheap fix as long as everything is within spec. If you are going to have it apart I would check the crank journals, the cylinder wall for out of round and taper and check the piston to make sure the piston to cylinder bore clearance is in within spec. Like Cliff said, pull it apart and start measuring first. Then you will know where to go from there.
