You may have a bad glow plug. It only takes 1 bad one for the Yanmars to start hard. Have you tested the glow plugs themselves to make sure they are working correctly?

Did you do OEM plugs or others in the 332 and what does the 430 have? The OEM plugs have a ramp up where they get hot faster then other plugs that fit from what I have read. Not worth the extra cost-I just cycle the plugs a couple more times depending on the temp. Also-even new parts can fail-that is why there is warranties-to fix the defective parts.

you could have a corroded ground, or at the relay pitted contacts. check all wires on that circuit and you should be able to get 12v at the glow plugs.

you are losing about 20% of the heating power

There have been a lot of people that installed a relay similar to the starting kit for the 318/420 to get full voltage to the plugs. Basically it uses the voltage you do have to switch the relay kit on to then get almost direct power to the plugs.

yes they should have full battery voltage for about 30 seconds
