That should be a coolant drain valve -- see this exploded view from the parts catalog for the 430 tractor. Item 19 is the valve and is composed of parts 34 and 35 in the illustration, and you can see its relative position to the oil pressure sending unit item 18...

I will attach the compete parts file as a PDF for your scrutiny, as it will help you in the future. You need to clean up that engine so you can identify any leaks, etc.
Post more pictures of your new-to-you tractor and its attachments...the 430 is a great machine, and your price was certainly right!!
