Round Fender 36 snowblower question

I am getting a brass tag 36 blower ready for winter. Taking it on and off is a challenge and one thing that would make it a little easier would be the retainer chain shown in the photo. Does anyone have the measurements for this? Thanks

Bill, since on the topic of that chain and hook, I've never really seen what it's purpose is and always was curious, how does it help?
